Briefing
I guess the Hellions think they own Atlas Park now. In fact, they've been extorting tolls from citizens who wander through the neighborhoods they consider their turf. I want you to put an end to the Hellions' extortion in Atlas Park. Make it clear that they're not the law around there.

I'd start in the Downside neighborhood if I were you. That area's particularly overrun.
