I don't think the Day Job Recruiters are new with I16. I don't think the Day Job Recruiters are new with I16. I never looked for the one in Mercy, but I believe if you enter City Hall in Atlas and turn left at the City Representative, you'll see the hero recruiter tucked into the West wing of the lobby. --Eabrace
