I had a problem where I was doing Interrogator Kang's story arc about Cutter Cain before I got Dr. Steffard as a contact. I started Steffards are then went back and completed an older Interrogator Kang mission (the one where you search for the Limbo Device in the dumpsters) and as soon as it completed, Dr. Steffard disappeared from my Active Contact list without even appearing in my Inactive Contact list. I tracked him down to talk to him in person and got this message: "Dr. Steffard's phone rings but you get an automated voice mail indicating that he is on vacation."
Since the Cutter Cain arc involves Dr. Steffard, this doesn't surprise me much but it happened totally without warning or any kind of choice.
