The Armstrong Moonbase was referenced as a clue in the missions given by contacts Sela Vermont and Zev Scalamore during the Spring Fling 2008 event. One of the items that either had to be stolen (by Villains) or saved (by Heroes) was:
Two Tickets
Two tickets to the Armstrong Moonbase via the Gagarin Space Station, along with hotel reservations at the honeymoon suite. The tag says 'From Back Alley Brawler'.
