This electrical horror has sprung forth from Dr. Aeon's Power Transference System! Could this be a side-effect of tapping into Mount Diable?

Notes
A Deathsurge is spawned for every 100 Cap au Diable Demons that are killed in the zone. [1] He will spawn alongside a group of Gremlins at the base of Aeon City's north ramp at coordinates (-579.25, -0.5, -1625.39) .
Prior to Issue 12, up to three Deathsurges could have been present at any one time, until the Issue specifically limited the number to one.
