Defeat Council in Independence Port (II)
Briefing
Dock masters in Independence Port have reported seeing Council soldiers fighting with the crime syndicates in the area. If the Council could take control of Independence Port, they might get a dangerous strategic advantage in their operations through the city. The Council needs to be taught that they'll never control Independence Port. You'll need to hit the streets to teach them the only way they'll learn.
