The Council has been getting a lot of recruits from Independence Port recently. It seems their devious power grabs really appeal to some of today's youths. I need a hero who can get to Independence Port and stop the Council recruiting. We can't let the Council get any larger than they are!
Crey Cove and Industry Pier are crawling with Council soldiers. You might try starting in those neighborhoods.
