Granny Beldam
Overview
Granny Beldam is an NPC who stands outside of a small shack on a small island in Nerva Archipelago north of Arbiter Frederick and south of Agincourt. Talking to her activates the Invent Emote and allows a character to convert Halloween Event Salvage into various rewards. Her coordinates are (2692.5, 11, 6050.5) . Using a base telepad will put you on her island.

Zombie Apocalypse
Redeeming costume salvage with Granny Beldam appears to trigger a 20% chance for a Zombie Apocalypse event in both a hero and a villain zone. However, this has not been confirmed by a developer.
