The Ministry of Intelligence Criminal Investigaton and Research, or "MICIR," is a branch of the Praetorian government that does research on various crime-fighting endeavors. It has branches studying Clockwork and Seers. Alec Parson is a senior researcher there, focusing on Clockwork. Investigator Whitworth works in its internal affairs division.
