This npc uses the same model as Operative Vargas and has no dialogue.

Characters cannot obtain Operative Luong as a contact through normal gameplay. However, Operative Luong is attached to the same level 20-30 Praetorian themed placeholder mission as the unfinished hero contact Albert Maurer. It is possible the two contacts were intended for Praetorian characters newly arriving in Primal Earth.
