Krazy Mark is an NPC in The Hard Way neighborhood of St. Martial. Speaking to him opens the Black Market window. His coordinates are (-3968, 19.8, 1565.7)[Copy] . He doesn't seem to have any apparent purpose except to sell all kinds of junk, from TVs to pirate cannons, although villains are unable to actually make any purchases.
