This magazine publication does a great job of selling why this district is the hip and happening place to be, and tourism has thrived for it. However, all the attention and wealth bring in the bad guys too, meaning there is also plenty for YOU to do and see.

Surely the contacts whose tasks you have taken would have harsh words regarding any gallivanting about while they are depending on you.

After losing yourself in the area, the articles feature nothing you have not already experienced. You find yourself knowing more about Founders' Falls than the magazine's journalists themselves.

Briefing

There is an advertisement for an upcoming skyscraper in the area set to offer rental suites for Super Groups to base their operations from. The photo they opted to use is particularly drab, a stark grey structure with all the windows grey and lifeless.

Surely, No Supergroup would consider this building for their HQ? It doesn't stand out, but the privacy it provides could be nice... The address is not too far, so you opt to go take a peek.

Perhaps there is strategic value in opting for such a non-descript base of operations...

Maybe that way of thinking is flawed, these unremarkable spots may be hiding more than they would suggest... Perhaps they warrant more scrutinization, rather than less?

This building is in the final stages of preparing suites for the use of the city's Super Groups.

Chaotician

Briefing

There is a warning posted in the magazine:
"The city commission continues to strictly advise against any exploring of the waterway tunnels in the area. Historically, these have often been inhabited by villains or utilized in villainous plots. After the Mandelbrot incident, we'd hope these reminders are not required, but will continue to post them as necessary."

It would be good to know more about this reminder and the aforementioned incident. Whatever it was about, one would assume it does not involve bread. Perhaps the locals will be privy to the specifics...

  • Investigate Chaotician incident.

After asking a few people in the area, you learn that a Professor Xaos nearly destroyed the city using some sort of super-device that utilized the waterway tunnels.

One local even provided directions to the specific tunnel, recalling some "spiffy-looking'" heroes cleaning-up after the incident was resolved.

Professor Xaos brought Paragon City to its knees shortly after the Rikti War with his Mandelbrot Device. Synapse and Positron were able to work together for once and saved the city.

Guardian Angel

Briefing

The magazine has a feature about the pristine square that is host to Numina and Infernal:
"The famous Williams Square is beautiful, clean, and best of all, entirely villain free! Come check out the elaborate architecture of one of Founders' Falls most iconic locales today."

Villain free? That sounds too good to be true, there is always somebody shady hiding around, even if out of sight. If this is accurate, there has got to be some kind of secret. Not one to miss a good trick, you go to find out how they pulled this off.

While you suspect the presence of Numina and Infernal play a role in this deterrent, other districts within the city also have equally capable heroes on-site and don't boast this level of security.

Something more must be at work here...

Williams Square has always been seen as a place of safety by the people of Founders' Falls, who are constantly plagued by demons in the Circle of Thorns or the Devouring Earth. Unknown to the people, it is because each of the angelic statues overlooking it is embedded with a magical rune, warding off evil forces from the area. The presence of Numina and Infernal prevent the wards from being shattered easily - but if they were to be disposed of, it wouldn't be long until the wards were broken.

Losing Paradise

Briefing

There is an urgent notice regarding the exit located in the district's southwest area: Authorized personnel only. All civilian access to the Woodvale gate has been indefinitely suspended. All trespassers will be prosecuted."

Beyond that point lies the region that has been overwhelmed by the Devouring Earth, transformed into Hamidon's garden of 'Eden'. Your line of work may yet see you cross that threshold, to know where the line is held would be to your advantage.

The threat of the Devouring Earth has been fought to a veritable standstill. While the heroes of Paragon City work tirelessly towards repelling the Hamidon, a method of permanently halting the creature has yet to succeed.

Your aid could someday be needed in the raids within The Hive aimed at keeping the Hamidon's growth in check.

The Devouring Earth's spread into Founders' Falls was stopped here, though it was far too late to save the city of Woodvale. Heroes fought the Devouring Earth menace for days before it was pushed back into Woodvale - for the most part. The monsters still wander through Founders' Falls, while its people live in the knowledge that should the Devouring Earth grow out of control once again, they will be the first to be consumed.

Watchful Eyes

Briefing

The magazine details a lovely park with a great view of the city:
"Our local Hutchinson Park has become a popular location for any outdoor activity! An anonymous protector is to thank for this transformation of what used to be a dangerous area, into one of the premier Founders' Falls vistas."

This one is curious; what made the park so dangerous in the past and what did this mysterious benefactor do that made it so family friendly now? Per the usual, the quickest answer is to simply go investigate.

  • Enjoy the park under Watchful Eyes.

You do some sleuthing of your own through a few contacts familiar with the area. Speculation believes this park's sentinel to be none other than 'Agent Indigo'.

While cleaning up a park for local tourists to visit is amicable enough, there's a suspicion that the real reasons behind their actions are likely much more macabre in nature.

During her time in the Knives of Artemis, Agent Indigo used this spot to assassinate many of her targets. She now presides over the area to remind herself of her past sins and to prevent the Knives from staining this area with any more blood.

Hamidon's Fury

Briefing

A blurb about the geography in the area sticks out to you:
"Please maintain a reasonable distance from any hills near the War Walls, safety advisements are in effect regarding the high concentrations of Devouring Earth creatures reported in these locations."

Something did strike you as unnatural about the way the elevation surrounds the city here; as if the earth was encroaching maliciously. With the Hamidon involved, you are likely not far off the mark.

  • Experience the impact of Hamidon's Fury.

Surveying the map, you notice a location where the development meets the greenery in an odd juxtaposition. Most likely, this is where evidence will be found that confirms your suspicions.

One cannot imagine this has helped improve the local property values any...

The hills in this area of Founders' Falls were created almost instantly during the Devouring Earth's initial push into the city. A laboratory once stood here, but it was destroyed by the erupting earth that sprung up beneath it. If not for the intervention of the city's heroes, the rest of Founders' would have followed.

Founders' Hero

Briefing

There's a page dedicated to thanking the nearby medical center for its services and includes some historical tidbits:
"The local Harvey Medical Center is named after the hero who gave their life protecting the hospital from a host of Circle of Thorns. A monument in their honor was erected on-site for their sacrifice. Never forget the light of those who made today possible."

It is curious how a single hero could have managed to tip the scales against such odds. It would be good to pay this memorial a visit. The accomplishments of those with their backs to the wall never cease to broaden the definition of what is possible.

These memorials never fail to evoke the ponderance if you could ever do the same, giving your life to make that final stand.

There is much to be grateful for concerning the Medi-Porter system and modern medical advances, allowing many to defer making that particular decision for the time being.

This area is where Michelle Harvey, a local magician, made her last stand against the Circle of Thorns, who were trying to attack the nearby hospital. Michelle used all of her life force to erect a protective barrier around the hospital. A group of heroes arrived to drive back the Circle, but it was too late for them to save Michelle. Because of this brave sacrifice, the hospital was renamed in her honor.

Misunderstood

Briefing

There is a job bulletin section towards the back of the magazine where various assignments needing super-powered help can submit contact information. These are moderated by the publisher. One particular listing catches your attention, from an ominously named Agent Six:
"Looking for capable personnel. Offering military training techniques in exchange.
This individual has been reported for violence."

While the average person would most likely heed such a warning, things of this nature are suited to you. Time to go meet this Agent Six.

  • Visit the Misunderstood agent.

Thinking on it, there are potentially a few people who might label you as violent. Sometimes in negotiation, a wee bit of..."forceful persuasion" is needed.

Surely whatever this agent did was justified... right?

Voodoo practitioner Cadao Kestrel fled into these tunnels after being accused of murder. Agent Six tracked him here and beat him within an inch of his life before arresting him. Cadao would later be cleared of all charges, but to this day he has not gone near Agent Six, claiming she is, "out of her mind."
