Who is this?

Did this person exist? The picture uses Jenni Adair's model, and there is zero info in the article. The picture's history shows a pic with the NPC name Albert Maurer, but I'm just confused as to what happened. Was the model in game, with actual missions? Or is it one of those dialog-less contacts? Either way, why doesn't he / she have his / her own model? I'm suspicious that the model was somehow perhaps left in game as a placeholder for Jenni Adair, and never got changed, or something...
