The Perfect Thief is an events badge for a team that completes the Thief's objectives in the "Casino Heist" part of the Summer Blockbuster trial.

How to Get
During the first part of the heist, get all four items needed. The most straightforward route is by clicking all 9 glowies. (Counting from the left as you face the window, the items are in the first, third, fourth, and seventh glowies.)
In the second part of the heist, perfectly navigate through the maze of vertical "lasers" and then click the glowie vault pad in the vault area once the Grifter's success causes it to light up.
If the Thief succeeds in both phases, every member of the team gets this badge.
