Proc: This enhancement has a chance of taking effect each time its power is used.
This enhancement is available as a random reward through the purchase of Lords of Winter Super Packs.
Effects
This enhancement provides a 20% (need to verify percentage) chance to debuff your target's speed and recharge rate. This effect will trigger roughly 2.5 times per minute.
This enhancement improves the recharge rate of your power by the following amounts:

This enhancement cannot be bought from stores. It must be obtained by opening Lords of Winter Super Packs, from Reward Merit Vendors for 100 Reward Merits, from another player at the Auction House, or by trading. It is not a drop.
